The OSCE Special Monitoring Mission to Ukraine is looking for highly qualified, motivated and experienced Ukrainian professionals for the position of ICT Assistant in Luhansk region. The OSCE is committed to achieving a better balance of women and men within the Organization.

NOTE: Initial duration of appointment/assignment for this post is subject to a subsequent OSCE Permanent Council Decision to extend the mandate. Confirmation of post grade is pending completion of classification review.

Tasks and Responsibilities:

Under the direct supervision the Administrative Officer and overall guidance of the Chief Fund Administration/ Chief of ICT in HQ (Head Quarters) the incumbent provides a full range of ICT services to the MT (Monitoring Team) in support of the Surveillance monitoring.

  • Installs and maintains the ICT equipment required for on-going functioning of the Surveillance sites and other ICT equipment in the offices, including Forward Patrol Bases within the AOR (Area of Responsibility) of MT;
  • Performs periodic quality tests of Camera site ICT Systems (Switches, Firewalls, 3G modems, Microwave links, Internet and leased lines, etc.);
  • Acting as focal point for all Surveillance technologies related issues in conjunction with ICT equipment; responding to requests for assistance from users; logging calls in a database; maintaining accurate log entries of requests with fault details;
  • Facilitates effective operation of OSCE Cameras installed at Observation Point in the AOR of MT;
  • Searching documentation and previous requests for assistance on related topics to find most effective solutions;
  • Escalate requests to Kyiv HQ ICT service desk if needed;
  • Performs other related duties as required. May be called to drive official vehicles.

Necessary Qualifications:

  • The candidates should have the following minimum qualifications:
    • Citizenship of Ukraine;
    • Completed secondary education supplemented by technical training in communications networks, switchboards, communications systems to include VHF, HF, GSM, Satellite systems;
    • Minimum 4 years working experience with telecommunication equipment with a special knowledge in ISDN lines, VHF/HF and also experience with satellite communication systems;
    • Technical knowledge in IT areas, to include Microsoft Operation Systems and MS Office Applications;
    • Excellent written and oral communication skills in English, Russian and Ukrainian;
    • Valid driving license;
    • Good communication skills and competence in handling user’s problems;
    • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
    • Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
    • Flexibility and ability to work under pressure and with limited time frames.

Remuneration Package:

  • Monthly remuneration, subject to social security deductions is 988.00 Euro/month. Social benefits will include participation in the Cigna health insurance scheme . Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
